The Pennsylvania Department of Education has indicated that school districts have the authority to continue critical construction projects.

They can continue construction without seeking formal exemption from the Shutdown Order through the Department of Community and Economic Development, subject to compliance with social distancing and other mitigation measures. School districts deciding whether to exercise this discretion are instructed to appropriately balance public health and safety while ensuring the continued safety of critical infrastructure.
